The council has kept its spending within its 2009/10 budget.
The council spent £8.2m less than its budget of £266.4m. This will be carried forward to meet pressures in the current financial year, including £4.2m to be spent on schools, adult learning and in wards.
Executive Member for Resources, Cllr Peter Allen, said, “The council’s finances continue to be in good shape despite the significant pressures we are under as the government tries to tackle the country’s huge budget deficit.”
